Artem Kondratyev, manager of the NADO, spoke about the measures of state support for the construction sector in Europe, the development of the business of dismantling companies, their investments in employee training, the cost of handling waste from demolition, remuneration and maintenance of equipment.

To help the economy recover from the damage caused by the coronavirus pandemic, the European Commission, the European Parliament and European leaders have decided to implement a recovery plan that will lift the economy out of crisis and lay the foundation for a modern and more resilient Europe.

“For example, in terms of economic recovery in France, the construction sector is in a priority position and is given substantial financial support” – says Artem – “300 million euros for the regions for school renovation, 1 billion euros in state support for municipalities managed by local prefects, additional financial support in the amount of 50 billion euros to replenish the budget of the Ministry of Sports ”.

At the same time, there is no targeted funding in the construction industry in Germany.

“The average level of costs for the transportation of waste from demolition in Russia is close to the average European and exactly the same as, for example, in Germany – 450 rubles / km.” This is how the interviewed respondents answered the question of the European Dismantling Association (EDA), ”explains Artem.

As for the labor costs and the cost of services for a 30-50 ton excavator with attachments and an operator for dismantling, for dismantling customers in Europe they cost an average of 2800r / hour and 9700r / hour, respectively.

Artem is confident that today the dismantling industry in Russia has enormous potential for growth, given the access to information about modern technologies, the desire of specialized companies to invest in training and innovation, the response from the authorities, the existence of a housing renovation program, and most importantly, it is the desire for cooperation between the players of the dismantling market.

“We can change the situation in the dismantling services market in a positive direction with the right approach to creating and approving at the legislative level special measures and qualification requirements for dismantling companies, which will reduce the presence of unfair competition in the market and create safer working conditions for people in the industry and the environment. Alexey Chikov, Deputy Head of the Department for the Organization of Experimental Design and Construction of the State Budgetary Institution “Mosstroyrazvitie”, in his presentation considered two areas of state support for the construction sector of the economy in Russia in connection with the pandemic – business support and support for citizens. – supervisory authorities, the terms of renewal of the next licenses were postponed to 2021, the terms of permits for construction, PPT, GPZU were extended by one year, measures were taken to “simplify” the attraction of migrants to participate in construction projects “- explains Alexey. support extends, among other things, to related areas of the construction industry involved in the stages of the life cycle of projects – these are transport companies and manufacturers of building materials, which, like builders, can receive preferential loans to pay salaries.

After the announcement of the general restrictive regime, there was a shortage of migrant labor at construction sites in Moscow, which was predicted at half a million people. A separate large block is the support of citizens. The government subsidizes social infrastructure and the maintenance of children in families. This measure has greatly helped needy families. Delayed the terms of payment of fines and penalties for utility services.

The basic document for the development and support of the construction industry in Russia was the List of Orders of the President of the Russian Federation of April 22, 2020, PR-699.

One of the promising business support measures is to offer citizens to obtain additional professional qualifications for free.

This is a unique opportunity to improve the qualifications of construction workers and train them in information modeling technologies. The training is free of charge and conducted jointly by the University at 20.35 and the University of the Ministry of Construction. Areas of training: Digitalization of the construction industry – information modeling technologies in construction, industrial design and 3D modeling.

“We are introducing digital technologies, switched to a remote mode of operation in almost all areas of state and municipal administration, systems of interaction within the organization, interaction with counterparties.” – says Alexey – “We very quickly passed a 10-year development path for the introduction of digital technologies into the economy.”

“If we plan to continue construction and dismantling work, we need to keep production and keep personnel. There shouldn’t be an alternative to “lock the office.” With the advent of the vaccine, with the advent of modern diagnostic methods, the situation in the economy will be restored during 2021.

Irakli Sikharulidze, Head of Special Equipment at Stroitelnye Mashiny LLC, spoke about the current trends in the increasing demand of specialized companies for specialized equipment for dismantling works, such as heavy excavator-destroyers with additional modifications – telescopic booms.

“Demand for destroyer excavators is observed not only in Russia, but all over the world,” says Irakli. We have orders until the fall of 2021 in foreign markets and the same trend exists in Russia – a strong increase in demand, despite the long production period of such equipment, almost up to a year ”

Recently, the main priority for customers of such machines is versatility, which is achieved through a special modular connection with the ability to quickly change booms. The demolition excavator is additionally equipped with a special quick-detachable counterweight. Most often, customers order an extendable undercarriage, which optimizes time during disassembly, transportation and assembly of the machine. But the collapsible undercarriage also has its own plus – this way you can significantly reduce the weight of the transported cargo, which optimizes the customer’s financial costs for long-distance transportation. The demolition excavator cab has a tilt function to allow the operator to see the working area. Also, the cab structure is reinforced with a special protective frame and armored glass. Kocurek excavators are equipped with safety systems with continuous visual display of the height and reach of attachments.

The last two years in Russia, there has been a favorable trend from the point of view of environmental protection – customers are asking to equip equipment with pumps for water supply and dust suppression systems.

The latest implemented Kocurek technical solutions for demolition companies have been implemented on the basis of CASE excavators. “This is due to the fact that CASE excavators have the required build quality and safety margin, which is especially important in dismantling operations. And cooperation with the copyright holder and manufacturer of CASE excavators, CNHi, allows us to most effectively implement orders from specialized dismantling companies, both from the technical and financial sides, “emphasizes Irakli.

Alexei Krasnikov, General Director of AtMashineri LLC, shared his opinion on the current trends in the dismantling market in Russia and Japan, as a supplier of hydraulic attachments for dismantling operations. “If earlier we ordered equipment weighing 2-2.5 tons, now it is already 4 tons or more,” says Alexey.

Alexey presented the results of research on the attachment market in Japan, where there is a tendency towards an increase in the waste recycling market, and therefore the share of “crushers” and clamshell grabs is growing, since sorting is needed after the initial dismantling. “The same is happening now in Europe. For example, in 1990 in Japan the share of concrete recycling was 60%, and in 2018 it was already 99.5%.

There is also a negative trend in the industry in Japan and Europe – young people do not want to go to work on construction sites. The workforce is aging. Therefore, the share of mechanization is growing, thereby reducing the share of manual labor.

When dismantling reinforced concrete structures, a large amount of concrete battle is formed, from which it is quite difficult to get metal. Usually, such sorting is done manually, which is unsafe for people’s health due to the concrete dust they breathe. To increase the productivity of the process of sorting metal from concrete scraps, it is better to use special hydraulic attachment magnets.

Another effective way to dismantle high-rise buildings, when it is not possible to use heavy dismantling equipment, is the means of small-scale mechanization – mini excavators and mini loaders, robotic excavators.

“We offer solutions for equipping equipment with additional radio-controlled remote equipment, when the excavator operator is not in the cab of the machine, which significantly expands the possibilities of performing work, for example, at facilities with a dangerous and unhealthy environment,” explains Alexey.
