The National Association of Demolitioning Organizations (NADO) is against increasing the recycling fee for special equipment.

The Ministry of Industry and Trade of Russia proposed to index the utilization fee for self-propelled vehicles and special equipment more than twice on average.

Such a measure will lead to an increase in the cost of the final product, passing through all links of the production chain.

The cost of import duty for suppliers of such special equipment as excavators weighing from 30 to 80 tons will grow from 1.4 million rubles to 3.2 million rubles. Such a rise in price will affect the cost of special equipment for buyers, which will grow by 15-20%. The number of excavators produced in Russia relative to their total number in the country is 11%. This means that the cost of more than 90% of all projects implemented by such special equipment will increase.

The head of the environmental protection committee of the NADO, Dmitry Zakhvataev, explains the lack of expediency and insufficient elaboration of the proposal of the Ministry of Industry and Trade: “If we analyze the tasks of the utilization collection and make the correct disposal of the obsolete equipment, we will get the following picture. The amount required for the disposal of such equipment is several times lower than the rates of the utilization fee, because 93% of the equipment consists of metal that has a positive value, as waste (scrap metal). The remaining 7% are tires, glass, plastic parts, oils, batteries, etc. Most of this waste also has a positive value in the secondary market. It turns out that for the disposal of equipment, in principle, additional costs are not required upon purchase, and the funds received for waste generated during the decommissioning and decommissioning of equipment have a positive value.

At the same time, we see a regular increase in the rates of the utilization fee, and the discussed increase in some items plans to increase the collection by 2 times. From the current situation, we can conclude that the Government has introduced a “hidden tax” on enterprises and organizations, since ultimately the payment of the utilization fee falls on small and medium-sized businesses, as the main buyers of special equipment in Russia.

The situation with equipment that is not produced in Russia in the proper quantity and quality is especially incomprehensible, but at the same time barrage rates of the utilization fee are used (with the cost of used equipment from 5 to 12 million rubles, depending on the state), the fee will be from 13 to 27 million rubles. And such machines are used in industries with National Projects, which clearly does not contribute to the rapid achievement of the results set by the President of the Russian Federation.

Thus, another increase in the recycling fee in an economically unstable situation as a result of the global pandemic COVID 19 will not only be unproductive in terms of government revenues, but, on the contrary, will reduce the flow of funds from this type of “hidden tax” due to the inability of businesses to update their park of special equipment. And if we talk about the acquisition of new equipment, it becomes completely impossible! ”

Currently, public discussions are underway on the Federal portal of draft regulatory legal acts, where you can leave your opinion and vote against increasing the recycling fee.

The Association of European Businesses (AEB), represented by the Committee of Road Construction and Special Equipment Manufacturers, is preparing an appeal to the Government to reduce the utilization fee. And if there is a wide public response, they will have an opportunity for negotiations. Therefore, every opinion is of great importance.
