The Ministry of Construction of Russia ensured the introduction of best practices in the dismantling and disposal of construction projects

The Ministry of Construction of Russia approved Amendment No. 1 to SP 325.1325800.2017 “Buildings and structures. Rules for the production of work during dismantling and disposal. The set of rules establishes requirements and applies to the organization of dismantling (demolition) and disposal of structures of buildings and structures for civil and industrial purposes, as well as excluded (removed from the register) from the state register of hazardous production facilities.

The work on updating SP 325 was organized by the FAA “FTsS”, carried out by JSC “TsNIIPromzdaniy” with the involvement of the National Association of Demolition Organizations (Association NADO) and the active participation of specialists from the Complex of Urban Planning Policy and Construction of the City of Moscow. The updated version was approved by order of the Ministry of Construction of Russia dated December 23, 2021 No. 987/pr.

“The updated document summarizes the experience of best practices and new technologies in the field of dismantling facilities, including that gained in the Moscow Construction Complex, which is especially relevant given the planned large-scale implementation of the renovation program in Russia. An important requirement aimed at reducing the negative impact on the environment is the instruction on waste sorting at the construction site, which reduces the cost of further waste processing and reduces the amount of waste placed at the landfill,” said the Deputy Minister of Construction, Housing and Communal Services of the Russian Federation Sergey Muzychenko.

The document introduces the requirements for element-by-element dismantling, which allows sorting and maximizing the use of waste, and also takes into account modern solutions for the demolition of emergency buildings, structures with emergency sections and objects after a fire.

“The set of rules includes the possibility of using electro-hydraulic robots, demolition excavators with booms up to 60 meters and attachments, diamond cutting technology, etc. The introduction of modern technologies and mechanisms will reduce the time and cost of dismantling work, as well as reduce the cost of auxiliary work” , – said acting. Director of FAU “FCS” Andrey Kopytin.

Special attention was paid to safety and labor protection issues: safety requirements were supplemented when working at height, during dismantling work at night, and the need to use radio intercoms when operating an excavator was established.
Also, the updated SP 325 was supplemented with requirements for maximum permissible concentrations of pollutants in the atmospheric air, noise level and the use of dust suppression systems.
