On April 20, at a meeting of builders with the Ministry of Finance of the Russian Federation, the State Duma of the Russian Federation, the Ministry of Construction of the Russian Federation, the Federal Antimonopoly Service of the Russian Federation, and the United State Customer in Construction company, it will be discussed how to make the procurement sector in construction effective, what are the further actions of companies on the mandatory use of BIM in government orders?

The organizer of the forum, SRO “Ural Association of Builders”, is waiting on April 20 for builders (customers and contractors) who wish to influence the change in procurement legislation, learn about plans to improve the Russian procurement system, about further actions on the mandatory use of BIM in government orders, exchange experience, get to know other customers and contractors.
For the first time in Russia, a single state customer in construction will speak at the forum. Recall that the “Single customer” was created by the Government of the Russian Federation to work with capital construction projects at the expense of the federal budget, 121 objects with a total area of 1.8 million square meters have already been transferred to the company.
Among the forum speakers that customers and contractors can meet are organizations from various regions, from the Sverdlovsk Region to Kuzbass, Russian Railways, Roskapstroy, Rosseti, Russian Highways.
Customers and contractors will be able to report systemic problems in procurement legislation that interfere with the customer / contractor interaction. The participants of the forum will be listened to by representatives of the State Duma, key executive authorities who are capable of making proposals for amendments to the legislation.
The most pressing problems will be discussed: pricing in construction, including advances and dumping, the work of a single state customer, the rating of contractors within the framework of competitive procedures, insurance of construction and installation works, problems in road construction, the creation of municipal, state, especially dangerous facilities.
Within the framework of the forum, there will be sections useful for builders: a block on services and financial support for procurement participants and a section “Controversial issues”. During the latter, customers and contractors will receive answers to specific questions about pricing, implementation, practice of application, judicial practice of procurement legislation.
April 21 builders wishing to work in the countries of the Eurasian Union – Russia, Belarus, Kazakhstan, Armenia, the Kyrgyz Republic – can become delegates to the forum. In addition to meeting and sharing experience with customers, you can learn about the basic requirements for the selection of contractors in the countries of the Eurasian Union, as well as take part in the discussion of the unification of procurement legislation.
