General renovation “in Moscow style”

The working group of the Federation Council on improving legislation in the context of a pandemic proposed extending to all constituent entities of the Russian Federation a renovation program following the example of Moscow.

Back in January of this year, the State Duma prepared a bill on general renovation, but received a negative response from the government.
Petersburg deputies have also prepared their own version of the bill on renovation, in which they propose not to get hung up on state funding, but to attract investors, including in the format of public-private partnerships. In addition, the St. Petersburg version of the bill states: providing citizens with equivalent living quarters or equivalent compensation, maximum information for the population, renovation of entire neighborhoods, a ban on renovation of cultural heritage sites, and so on.
“Today everyone understands that without the renovation of old quarters, the further development of many cities is practically impossible,” says Irina Onikiy, Deputy General Director of SnoStroyInvest Group of Companies. it is impossible to agree, or for objective reasons they cannot be found. I believe that it is necessary to renovate old and dilapidated apartment buildings in all regions by analogy with Moscow, with the consent of 2/3 of apartment owners. ”
According to experts, the cost of settling one block in St. Petersburg reaches 70 billion rubles.
