The head of the National Association of Demolition Organizations of Russia, Artem Kondratev, made a presentation on the regulation of issues related to the management of construction and demolition waste (CWW).
«According to official data, less than 75 million tons of OSS are generated in Russia per year, where less than 1% is demolition waste. At the same time, Germany generates more than 200 million tons of WSS, which account for more than half of all waste generated in the country and which account for 40% of all hazardous waste in the country (9.6 million tons). In the UK, one third of all waste in the country is construction and demolition waste, 67.8 million tons. And in the US, 600 million tons of OSS are formed, says Artem. – We see that for some reason only in our country the volumes of MSW can be correlated with the volumes of construction and demolition waste. In other countries, the latter are always significantly larger. We see that for some reason, only in our country, construction waste prevails over demolition waste. In other countries, demolition waste is a multiple of construction waste.»
Artem Kondratev announced an initiative group of a number of non-profit organizations and expert institutions to create a Consortium to solve the problems of the federal project.
«Circular economy» in terms of involving construction and demolition waste into recycling to reduce the volume of waste coming to landfills and accommodation facilities for the production of new building materials and products: «The list of issues discussed affects the specialized federal executive authorities, but only in part of their areas of responsibility – environmental legislation – the Ministry of Natural Resources, urban planning standards – the Ministry of Construction, production of materials and products – the Ministry of Industry and Trade, financial issues – the Ministry of Finance, etc. The state should be assisted in the implementation of measures by professional communities consolidating the problems of the industry as a whole. Organizations that are ready to assist not only in the analysis of the situation in the industry and the formulation of existing problems for their solution, but also in the implementation of measures. The associations NADO, NOPSM, NP CIC CIS and the organizations JSC «TsNIIPromzdaniy», VEB-engineering, consolidating the forces and resources of their members, are ready to assist in the implementation of all links in the long chain «Circular Economy, from science to the production of building materials obtained from demolition of buildings and structures».
The XIII International Forum «Ecology» has completed its work at the World Trade Center in Moscow. About 1,200 people from the regions of Russia and neighboring countries became its participants. A total of 32 business sections were held.
